AnnotationThis consultation is being conducted under Section 5 of the Regulatory Reforms Act 2001, and relates to a commitment made in "Caring about carers", the report of the National Strategy for Carers (1999). The paper sets out in detail the Government's proposals for changing the legislation governing Invalid Care Allowance (ICA), the principal social security benefit paid to those who care for severely disabled people in England, Scotland and Wales. The changes will remove some of the restrictions on when claims to ICA can be made, for example, allowing claims to people aged 65 and over. However, carers aged 65+ will be required to meet all the conditions of entitlement to ICA. (RH).
