AnnotationThe focus of this Best Value review was whether "social services have got the purchasing and commissioning of residential and nursing care for older people right". A key objective was to examine the balance between directly provided and purchased provision. On the basis of the review and action plan, the service overall is judged to be "fair", and that without strengthening the action plan, improvement is uncertain.
