AnnotationThe dispersal system for asylum seekers was introduced under the Immigration and Asylum Act 1999, and this article examines how far housing associations have been involved in this process. It draws upon an example of a partnership between two Yorkshire-based registered social landlords (RSLs) which have created Safe Haven Yorkshire housing association. (KJ/RH).
