AnnotationThe Transition Plan (45 pages) attached to this Circular sets out the roles and responsibilities of current regulatory authorities, the National Care Standards Commission (NCSC) and the Department of Health (DH) in the transfer of the health and social care regulatory system to the National Care Standards Commission with effect from 1 April 2002. The Transition Plan has been prepared in discussion with Registration and Inspection Units, the Local Government Association (LGA), the NHS Confederation and the Association of Directors of Social Services (ADSS). These organisations have agreed with the proposals set out in the Plan and will help the Department to review and update the Plan during the transition period. The circular gives guidance to local authorities and health authorities on key actions to be taken in accordance with arrangements set out in the Transition Plan. (KJ/RH).
