Annotation | This is the first of three articles on the Care Standards Act 2000. It looks at the new legal framework for regulation of residential and nursing home care, and compares the role of the National Care Standards Commission (NCSC) with the functions of local authority and health authority inspection units under the Registered Homes Act 1984. It examines critically whether changes to the law, regulation and guidance will lead to higher standards. (RH). |
