Annotation | Following a series of summit meetings held by the United Nations (UN) and its specialist agencies, International Development Targets have been agreed by the entire UN membership. This paper concerned with the state's capability to govern in ways that promote poverty eradication. While there are no International Development Targets, the paper identifies seven key capabilities in order to meet them, which include guaranteeing the equitable and universal provision of effective basic services.
