Annotation | The Department of Health consultation paper, "Quality strategy for social care" (DoH, 2000) sets out proposed measures to improve the quality of social service provision. Age Concern's response notes that the strategy is notable for what it says and does not say about the relationship between quality and the statutory duties of social services departments (SSDs). There also needs to be a linkage between the proposed Quality Framework and "Fair access to care services", with councillors and Directors of Social Services having responsibility for implementing both initiatives and for ensuring statutory duties to individuals are met. ACE comments on the three areas of the consultation: tackling inconsistency, promoting excellence; service delivery at local level; and a better trained workforce. (RH). |
