Annotation | The extent to which changes in community care provision have enhanced the rights of citizens - specifically older people - is explored, by investigating provision in one local authority's social services department (SSD). The article considers the re-emergence of "citizenship" within political discourse in Britain; discusses changes in how public accountability is secured; and describes the policy context for the research. The research focuses on the extent of older people's choice in community care provision (both as users and carers), the degree of user and carer participation in shaping provision, and the nature of public accountability and citizenship as evidenced in this situation.
