AnnotationSince February 2000, under the Community Care (Direct Payments) Act 1996, local authorities have been able to make direct payments to older people who are eligible for community care. In 1999, Portsmouth Social Services Department (SSD) piloted a scheme looking at new ways of delivering services to older people. It was hoped that the lessons learnt would be relevant to the implementation of direct payments for older people and, more generally, to increasing older people's choice and control over services. This is a summary of the pilot stage findings based on interviews with 36 older people and/or their informal carers. It covers: take-up; the views of care managers, older people and provider organisations; and constraints on the SSD. While the pilot had a limited impact on tackling low take-up by ethnic minorities, it helped to stimulate closer working with community workers in promoting the scheme. The full report, by Heather Clark and Jan Spafford, is published by Policy Press on behalf of JRF. (RH).
