Israel's long-term care insurance law after a decade of implementation

AnnotationIsrael's Long-Term Care Insurance (LTCI) law has been in effect for a decade. The effects of the legislation are reviewed to identify possible directions for reform, and to offer lessons to other countries contemplating introducing a similar social insurance scheme. This paper considers the law's effects in terms of the size and characteristics of the beneficiary population, the scheme's coverage, its financial standing, older people's rate of institutionalisation, the caregiver burden, the service delivery system, and the overall scope of long-term care services for older people. Israel's experience has lessons for financing arrangements, target efficiency, service delivery, and the construction of the burden of care. (RH).
