AnnotationUK policy on long-term care of older people has been moving from institutional care towards community care, raising the question of who is responsible for paying for such care. The Royal Commission on Long-Term Care has advocated free personal care, but the Government has yet to respond favourably to this recommendation. This article is a slightly revised version of a presentation at the Ollie Randall Symposium at the Gerontological Society of America's 52nd Annual Scientific Meeting held in San Francisco in November 2000.
