AnnotationIndependent residential care homes are increasingly dependent on local authority funded residents; but because arrangements tend to be inflexible and pricing strategies are often non-negotiable, many home owners are vulnerable and constrained. The study on which this is based examines the aims and motivations of provider organisations serving 11 local authorities, and the incentives and constraints which influence their ways of working. It describes pricing, contracts and competition, and the market behaviour of those commissioning services. This study forms part of a research programme commissioned by the Department of Health (DoH). The programme's main aims are to describe, monitor and evaluate purchaser-provider relationships, with particular reference to the expansion of community-based care, with the aim of improving choice, quality and cost effectiveness - "best value".
