Annotation | The residential care sector for older people is in a state of upheaval as councils, faced by high costs, look to tender out provision to the private sector. The author looks at how residents are fighting to prevent such moves, and using the Human Rights Act 1998 in their defence. For example, the Residents Action Group for the Elderly (Rage), brought out an injunction against Birmingham City Council and its proposal to transfer ownership of 30 council-run homes to an independent not-for-profit organisation. There are campaigns and legal battles elsewhere to prevent closures of care homes. (RH). |
