Gillian Dalley, Director of the Centre for Policy on Ageing (CPA) describes the process of developing and implementing standards that ensure a minimum quality standard of care for older people in long-term residential care in England and Wales, and the role played by the CPA. This paper was presented at the Seminar on Fostering Quality in Long-Term Institutional Care for Older People in Ireland. (RH).
