AnnotationThis paper is intended to summarise the main points in the NHS Plan which will particularly affect older people, and to explain Age Concern's policy position. These are outlined as follows: funding and charges; services and standards (including intermediate care); patient involvement (including the proposed patient advocacy and liaison service - PALS); and new structures for service delivery. While ACE welcomes many aspects of the NHS Plan, there is disappointment in the proposals for funding care, particularly that personal care should not be free. (RH).
