AnnotationThe Review aims to provide an objective assessment of how well the people of Blackburn and Darwen are served by their social services. It concludes that in the two years since formed, Blackburn with Darwen Borough Council has ensured effective transfer of social services from Lancashire County Council, and has good working relationships with partner agencies. Service users reported a high level of satisfaction with the services they have received. The report notes an over-dependence on residential care for older people, rather than community-based services to help people to remain in their own homes if they wish to. An example of good practice is Hopwood Court, a residential rehabilitation service. (RH).
