Annotation | For those concerned with community-based care, unmet need has become a confusing and difficult concept, which this paper seeks to clarify. The paper covers two broad domains: areas of unmet need identified by older people, and responses of the formal care sectors. It reviews commonly overlooked needs identified by older people, and reasons why they may resist support or help. The authors describe studies illuminating the processes by which social services departments (SSDs) identify and respond to the needs of older people. Alternative strategies are suggested for identifying unmet needs. (RH). |
