The Bill proposes establishment of Patients' Forums, in place of Community Health Councils (CHCs) which will be abolished in England. Part IV of the Bill on social care covers: exclusion of nursing care from community care services; preserved rights regarding residential accommodation; measures to increase availability of Part III accommodation; and direct payments.
