Annotation | Torbay became a unitary authority in April 1998; compared with similar authorities, it has the second highest percentage of over 65s. The Joint Review's purpose is to provide an objective assessment of how well local people are being served by their social services. Some people are well served, with a good range of services for older people. Service users and carers are generally positive about services, but the report comments on difficulties in obtaining information and access to services initially. Examples of good practice noted in the report include: a disability information service; the Crisis Assessment Rapid Reablement and Intervention for the Elderly Project (CARRIE) to tackle problems associated with hospital admissions and discharge; and a Carers' Panel. The report notes that good working relationships have been developed with key partner agencies, which should provide a basis for tackling some issues outstanding on improving joint working and resolving funding issues. Recommendations include reference to strategic management and a performance management framework. (RH). |
