AnnotationSouthend became a unitary authority in April 1998. This report assesses the extent to which people in Southend are well served by their social services department (SSD), and assesses prospects for improvement in services. The Joint Review Team found that some are well served by their SSD, while others are less so. Older people receive fewer services than elsewhere, because of restrictive eligibility criteria and a combination of low spending and very high costs of services. On the positive side, the Authority is piloting a range of services to enable people to remain at home through rehabilitation and avoidance of hospital admission; the Pantiles Rehabilitation Unit and Collaborative Care Teams are cited as examples of good practice. There are low levels of care planning, home care and day care provision; however, limited respite care (up to 4 hours) is available for carers. Improving access to services is one of seven key points recommended for the future management agenda. (RH).
