Annotation | A policy of "work for those who can" challenges long-standing assumptions about the relationship between impairment and capacity for paid work. "Work for those who can" also challenges the compensatory principles upon which incapacity benefits historically have been based. This is such that "security for those who cannot" requires incapacity for work to be given consideration. This chapter examines the central elements of the New Labour government's reform strategy, assesses their strengths and weaknesses, and considers how far the different components are complementary or contradictory.
