AnnotationFor HelpAge International (HAI), participation is a set of methods and a philosophy that promotes the principles of older people's inclusion in, and ownership of, the processes of development. The full participation of older men and women in the social, cultural, political and economic life of their communities is not only a development imperative, it is also a matter of basic human rights. HAI's overall goal is to give a voice to older people about their rights and needs, and the issues affecting them. This briefing paper and summary outlines how HAI will implement its agenda for action. (RH).
