Annotation | Published to mark UN Human Rights Day 2000 on 10 December, this briefing challenges the widespread neglect of older people's rights. It argues that "poverty, social exclusion and discriminatory attitudes" are setting age limits to human rights. A framework for action is proposed, based on the United Nations Principles for Older Persons, and on HelpAge International's research and practical work in 70 countries. It argues that older people are a critical - and largely ignored - indicator of progress in relation to both human rights and development: they have a right to participate, and their contributions should be valued.
