Annotation | An increasing number of highly dependent people are able to live at home supported by home care services, rather than receive institutional care. However, there is little information available about the independent sector which provides most of these services. This report is based on the results of a survey of home care organisations in the independent sector in England and their care workers. The primary focus is on qualifications and training of home care workers. The survey found that there are distinct groups in the home care workforce. The report concludes that the variety of constraints facing these groups, and their attitudes to training and obtaining qualifications should be taken into account as the regulatory framework for the industry is put into place.
