AnnotationNorth Somerset became a unitary authority in April 1996, based on the former Woodspring District, and part of the former County of Avon. The review assesses the extent to which people in North Somerset are well served by their social services. In many cases, users' and carers' needs were well met, both in assessment and care management, and in service provision. There were some gaps, for example, assessments of carers' needs were rare. Good use was found of home care, day care, mobile meals and other services to allow users to improve their quality of life, and where appropriate, to remain at home. All of the Adult Care Teams are multidisciplinary, with services well linked to provision by health, education, housing and other agencies. Problems were identified with rehabilitation and re-ablement strategies, home care, and occupational therapy services. Cited as a good practice example is "Care management - the policy, practice and management of community care", a post-qualifying course run in conjunction with the University of Bristol's School for Policy Studies. The following key issues are identified: small things will make a difference; plugging the gaps; developing management capacity; and strengthening the infrastructure. (RH).
