AnnotationFollowing a series of summit meetings held by the United Nations (UN) and its specialised agencies, International Development Targets have been agreed by the entire UN membership. DFID's human rights approach to development means empowering people to take their own decisions. A rights perspective on poverty highlights three key points: poverty is about more than lack of income; equality matters; and governments have a duty to promote the rights of poor people. DFID has identified three operational principles underpinning the integration of a rights perspective into development: participation, inclusion, and fulfilling obligation. (RH).
