Changes in the perception of health care policy and delivery among Manitoba elders during the downsizing of the hospital sector

AnnotationOlder people's changes in opinions about health care are examined in the context of a downsizing of the hospital sector in Winnipeg, Canada, and the accompanying increased media attention. Data is used from a survey of older people living at home in Manitoba interviewed in 1993 and a year later, after the hospital downsizing. Responses of Winnipeg and non-Winnipeg residents were compared regarding overall quality of their health care and access to health care. Although no hospital beds had been closed outside Winnipeg, both Winnipeggers and non-Winnipeggers were less favourable after the Winnipeg downsizing and the accompanying negative publicity. However, the opinions about quality and access among those who had been admitted to hospital in Winnipeg when most of the beds were being closed were significantly more favourable than for those admitted to hospital before the bed closures or not hospitalised at all.
