AnnotationThis Age Concern England (ACE) response refers to the Government's proposals for producing a National Plan for the new NHS, and to the "Shaping the future" consultation, the principles of which ACE considers not to have been sufficiently developed for them to be quantified and costed. ACE comments on the limited time-scale for the consultation process. Other comments relate to the Modernisation Action Teams' six headings: partnership, professions, performance, patient access, patient empowerment, and prevention. Partnerships should not be limited to social services: there should also be links with a whole range of public, private and voluntary sector agencies and organisations. On access, the extra funding allocated to the NHS will not be sufficient for good quality services to be provided according to need. Services requiring attention include primary care support to people in residential care, access to mental health services, and access to services for ethnic elders. (RH).
