AnnotationWest Berkshire (main centre Newbury) is one of six unitary authorities created in April 1998 from former Berkshire. The purpose of the Joint Review is to provide an objective assessment of how well people in West Berkshire are being served by their social services. The review concludes that some people are served well, but not consistently so. Improvements in the range and quality of services include rehabilitation services for older people, and reviewing practice for older people with disabilities. The report notes that residential care for older people is under considerable pressure, but that the Inspection Unit meets statutory requirement for registration and inspection. Examples of good practice include a Key standards leaflet for home care, and the Home Care Service's quality assurance process. Priorities identified for action include: promoting practice excellence across all services; developing more strategic partnerships with key stake holders; use of Best Value principles and processes in ensuring that plans are fully implemented; and linking services and financial planning processes so that service priorities are supported, not jeopardised, by resource allocation decisions.
