AnnotationJoint reviews provide an independent assessment of how well the public is being served by social services locally. This review's overall finding is that Redbridge Council is serving some people well, and more responsive and efficient assessment and care management services have been developed in recent years. Meetings with users and carers indicated mixed opinions: appreciation of day centres and care skills of permanent staff; concern over the future of daycare; poor quality home care; the need to reduce pressure on staff; and a heavy reliance on carers. The work of the Registration and Inspection Unit in promoting quality and the exchange of advice and information was cited as a good practice example. The review identified three key strategic processes that need to be developed to meet residents' needs better: empowerment, social inclusion, and strategic resource allocation. (RH).
