AnnotationJoint reviews provide an independent assessment of how well the public is being served by social services locally. This review of Wiltshire excludes Swindon, a separate unitary authority since 1997. The County has comparatively low spending on social services, but has managed to serve most users and carers well. In the user/carer survey, an above average proportion of respondents confirmed that they received the services they thought they needed, but speed of response was slightly below average. Although an above average proportion of very old people live alone, the incidence of limiting long-term illness is comparatively lower than most other shires. Examples of good practice include access to the out-of-hours service provided by the Emergency Duty Team; the Intensive Home Support Team, a joint initiative with Salisbury Health Care Trust; development of Users' and Carers' Networks; and rehabilitation projects combining health and social services input in residential care. Key themes needed to underpin the forward development agenda include: clarifying what is best done where; and establishing a more robust framework for partnership working with health. (RH).
