AnnotationThe Vale of Glamorgan became a unitary authority in April 1996, before which social services were provided by the former South Glamorgan County Council. Joint reviews provide an independent assessment of how well the public is being served by social services locally. At the time of the review in early 2000, the conclusion was that the people of the Vale of Glamorgan were not consistently well served by their social services. One concern was that too many people in hospital and at home were waiting for community care funding. Although there were effective partnership arrangements with the voluntary sector and constructive relationships with health trusts, problems were noted in relationships with the private sector. The review recommended the need for: performance management to be more focused on quality of practice and service; determining a shared vision and direction that puts the user at the centre; building infrastructure to support change; and building alliances and encouraging challenge. The Authority has advised that it has started to tackle many of the concerns highlighted by the Joint Review Team. The report's text is in English and Welsh. (RH).
