AnnotationNorth Lincolnshire is a unitary authority formed in April 1996 from three of Humberside's district councils, the main centre being Scunthorpe. The purpose of the review is to assess the extent to which people in North Lincolnshire are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The Joint Review found that most people are well served by the North Lincolnshire Social and Housing Services Directorate. Feedback from groups of service users and carers was that North Lincolnshire was improving services. The over 65 population is 9%. The Authority is a high user of residential care for older people, and one of the lowest helping older people to live at home. Delayed discharge for hospital is kept to a minimum, but this has created pressure on residential and nursing home care. Cited as a good practice example is the quality development scheme (QDS). Developed by representatives of the independent sector, the QDS applies to residential and nursing homes in setting standards. (RH).
