AnnotationThe 1998 White Paper "Modernising social services" outlined proposals for new structures for improving standards which are now enacted in the Care Standards Act 2000. This consultation document seeks views on a quality strategy for social care through the establishment of a Social Care Institute for Excellence (SCIE). The document is in three main sections. First, tackling inconsistency, promoting excellence, outlines the SCIE's proposed roles in: establishing the knowledge base; producing authoritative guidelines; and dissemination into practice. Second, delivering excellence at local level through accessible and individually tailored services: this proposes a new quality framework. Lastly, a section on a more skilled and competent workforce, which consults on the reform of social work education, post-qualification training, funding for training, and workforce planning.
