Outside in: tackling the social exclusion of older homeless people

AnnotationHelp the Aged has supported services for older homeless people for some years, and is at the start of a 5-year strategy to tackle all aspects of homelessness. This response to the Social Exclusion Unit (SEU) puts the case for a better system of enumeration (how many, and how "older homeless" is defined); the importance of understanding the characteristics of older homeless people; and for service provision for the specific needs of older homeless people. Recommendations for action by central government include: a fairer allocation of resources which does not discriminate against older people; a systematic procedure for collecting statistics and a satisfactory definition of older homeless; security of funding to service providers; and improving the legislative framework by revising the Code of guidance on the Housing Act 1996. Recommendations for local government include greater consistency in: how homelessness is dealt with at local level; counting homeless people; and in the application of guidelines and definitions. A Working Party of Older Homelessness should be set up as a focal point for information and agreeing standards. (RH).
