AnnotationThe Chief Inspector of Social Services comments on progress being made on the Government's social care services agenda. Her report draws on both the inspection and performance review activity of the Social Services Inspectorate (SSI), and identifies key areas where improvement must be made. The report outlines obstacles to and progress in the development of integrated services (partnership between local government and health bodies) required under the Health Act 1999. Attention is drawn to other new legislation: the Care Standards Act 2000 which will provide the framework for new regulation and inspection arrangements; and the Human Rights Act 1998 which comes into force on 2 October 2000. The chapter "Adding quality to life" (services for vulnerable people) refers to the National Strategy for Carers, "intermediate care" (after discharge from hospital), and improving assessment and commissioning strategies. The report notes concerns with the quality of social work education, problems with recruitment and retention of staff, and the challenges faced by local councils if they are to respond effectively to the needs of black and ethnic minority groups.
