AnnotationThe purpose of the review is to provide an objective assessment of how well the the people of Bradford are being served by their social services. The review also considers how services are arranged for individual people, how the population's care needs are planned for, and how performance and quality are managed. It concludes that, overall, most, but not all, users are well served by their social services. There are a number of high quality services, particularly for older people, who are well-served by the comprehensive network of patch teams of in-house home carers (costs are significantly higher than those of the independent sector). Refurbished residential care homes offer a specialist range of services. Older people have rising expectations to be supported at home or in very sheltered housing: there is a shortage of extra care housing schemes. Other examples of good practice cited are a Carers' Joint Planning Team, and a community care payments system. Priorities for action include: securing the budget through more robust commissioning; improving the matching of resource to need; and securing shared investment in partnership working. (RH).
