AnnotationAttendance Allowance (AA) is the benefit specifically intended for people over 65 who have a need for personal care because of illness or disability. However, the experience of claiming it is exhausting, demanding and often confusing, and many people need help if their claim is to be successful. This research, commissioned to find out older people's experience of using the self assessment process introduced in 1992, presents a graphic picture of what it is like to claim AA. The research draws on a questionnaire completed by more than 600 advice agencies, and on 19 in-depth interviews with ethnic minority claimants, with vivid and pointed quotations from both sources. The report puts forward positive proposals for improving the process of claiming, and highlights the importance of advice to potential claimants. (RH).
