AnnotationThe Government's vision is for a health service designed around the patient, and of a renewed public service ethos. The Plan outlines options for funding healthcare; the monies allocated for facilities and staffing; changes in working practices for all NHS staff; delivery of seamless health and social services, including "intermediate care" as an alternative to rehabilitation; and changes in the relationship between the NHS and the private sector. The short public consultation's results were requests for: more, better paid staff; reduced waiting times; new ways of working; care centred on patients; quality of care; better facilities, local services and attitudes toward staff; a national service; and more prevention. Annex 3 outlines the Department of Health (DoH) Public Service Agreement's five objectives: improving health outcomes for everyone; improving patient and carer experience of the NHS and social services; effective delivery of appropriate care; fair access; and value for money. Of particular interest are chapters on improving health and reducing inequality, and on "dignity, security and independence in old age". (RH).
