AnnotationAn unbalanced society with inequalities in income, and access to health, housing and other services is preventing many older people from enjoying normal lives. The Debate recognises that a 20-year span - a "generation" of time - will be needed to put in place the required reforms for a more balanced society, and the following targets are suggested. First, values: the principle of age neutrality to be another form of equality, with a right to personal choice. A citizen's income, supported by a tax and benefit merger, should be introduced to counter wealth inequality. The "work-spread society" would permit greater flexibility in working arrangements across the life-span. The built environment must plan communities of mixed abode (reflecting society as a whole), paying attention to solo living, and promoting a safe streets initiative. Coupled with this must be integrated living, with a "five mile rule" for access to essential services and amenities, and acceptance of universal design usable by all. Other targets are: the right to mobility and integrated and effective transport; a national health care service, and public health service to be in place by 2020; community centres for lifelong learning; and a national leisure service for enjoyment of leisure pursuits by all.
