AnnotationThe White Paper "Aiming for excellence: modernising social work services in Scotland" (March 1999) set out proposals for National Care Standards for a wide range of social care provision. The National Care Standards Committee (NCSC) set up Working Groups to draft these standards (the Older People Working Group chaired by Mary Marshall, and the Mental Health Working Group chaired by Gill Ottley). Care standards for older people are set out under the following key values or principles: privacy; dignity, health and well-being; social and emotional well-being; security and safety; independence and choice; participation; and culture and beliefs. Each value is considered with regard to a resident's quality of life, care and accommodation. Principles of the care standards for people with mental health problems are: privacy and dignity; independence, fulfilment and empowerment; personal safety and security; choice and well-being; personal finances and resources; and medication.
