Annotation | The purpose of this Bill is to establish a National Care Standards Commission; and to make provision for the registration and regulation of children's homes, independent hospitals, independent clinics, care homes, residential family centres, independent medical agencies, domiciliary care agencies, fostering agencies and voluntary adoption agencies. It also establishes a General Social Care Council and a Care Council for Wales, and makes provision for the registration, regulation and training of social care workers. The Bill makes provision for the protection of vulnerable adults (POVA). In addition, statements of national minimum standards may be prepared and published by the Minister. Once enacted, the Nurses Agencies Act 1957 and the Registered Homes Act 1984 are repealed. The Central Council for Education and Training of Social Workers (CCETSW) will also be abolished. This version of the Bill reflects changes made following consideration by a Commons Standing Committee completed on 4 July. The Bill now returns to the Lords for any final amendments (if any) and then to await the Royal Assent, which is expected by the end of July. (RH/KJ). |
