Annotation | Initial proposals for the regulation of care services in Scotland were outlined in the White Paper, "Aiming for excellence: modernising social work services in Scotland" in March 1999. Views on proposals for legislation were sought in the December 1999 consultation paper, "Regulating care and the social services workforce". This document sets out Scottish Ministers' decisions following the consultation. It covers policy in relation to: a new system of care service and early education regulation; the establishment of the Scottish Commission for the Regulation of Care and how it will work; a new system of workforce regulation; and the establishment of the Scottish Social Services Council and how it will work. Related policy issues also dealt with include: extending authority to make grant payments to voluntary organisations; certification and registration of blind and partially sighted people; throughcare and aftercare services; and the work of the Social Work Services Inspectorate (SWSI) in relation to the new Commission and Council. While this is not a consultation document, the Community Care Division of the Scottish Executive Health Department still welcomes views. (RH). |
