AnnotationThe Warwick University Local Authorities Research Consortium's research is concerned with the profound structural changes in the demographic and age structure of the population, and the strategic challenges which this poses for local government and other agencies. This report is a summary of 5 years' research, policy analysis and development work by the Consortium with reference to ageing population and the needs of older people. Strategies for an ageing population have to start from an analysis of the needs of older people. These are discussed, before reviewing local strategies and initiatives. The aim must be to provide services which are citizen-controlled, and seamlessly integrated at the point of need and use. (RH).
