AnnotationThe Chancellor of the Exchequer's announcement in the budget of March 1993, that the government would impose value added tax (VAT) on domestic fuel and power, in two stages, prompted research into the likely effect this would have on low income households. This Briefing summarises such research by the Social Policy Research Unit (SPRU) at the University of York and gives a further critique of the Government's proposals. Age Concern believes such proposals will fail to provide adequate compensation for most older people, who will suffer disproportionate financial hardship due to their need for extra heating throughout the heating season (October to March).
