AnnotationOlder people's participation is put into context, by referring to the Government's emphasis on user involvement, the marginalisation of older people in participation, and the discrimination experienced. This report examines a range of different but overlapping forms of involvement developed to involve older people: advocacy and information; forums; user panels; consultation; users' or pensioners' groups; user-led services; direct payments; networks; campaigning and direct action; and initiatives in other countries. The report acknowledges that certain groups remain neglected: physically and mentally frail (including those with dementia); disabled people; ethnic groups; those with learning difficulties, mental health problems and deaf people needing special services; and those in residential care. This is one of three reports commissioned by the Joseph Rowntree Foundation (JRF) to inform its Older People's Steering Group in shaping an agenda for development work. Taken as a whole, the series examines opportunities for older people to have a say, and to suggest ways of taking forward the participatory aims of the Better Government for Older People Programme (BGOP).
