Annotation | Wherever the phrase "lifetime learning" is used, the tendency is to marginalise any aspect of education not related to the employment market. The consultation document's overall tone suggests to Age Concern England (ACE) that the Government needs reminding of the dangers of not including learning at all stage of life in its definition. However, ACE gives credit to Gillian Shepherd, the then Secretary of State for Education, for her comments on the value of older people participating in education and training as a way of contributing to life in the community. ACE's response concentrates on improving older people's participation in adult education and pre-retirement education; fees and concessions for classes for over 60s; appropriate educational provision for those with learning difficulties and their carers; and the importance of local libraries.
