AnnotationThe purpose of the Joint Review is to provide an objective assessment of how well the people of Stockton-on-Tees are being served by their social services and to make a constructive contribution toward further improvement of services provided. The review considers how services are arranged for individual people; how the care needs of the population are planned for; how the quality of services is assured; and how well available resources are being used. Users' and carers' views were also sought. The review concludes that many of the people of Stockton-on-Tees are well served, but not yet consistently. Since it became a unitary authority in April 1996, the Borough Council has established the Social Services Department (SSD) and has been energetic in its approach to partnership working. Challenges which the Authority has set out in its service plan with regard to children's and older people's services include practice quality, service delivery, and financial challenges. The review also identifies: commissioning and business development; the development agenda; performance management; organisational and team development; and resource management. (RH).
