Annotation | This circular sets out four objectives for emergency care and social care to be met by health authorities, NHS hospital and ambulance trusts; local authorities and primary care trusts/groups. The aim is to ensure that services respond effectively to seasonal pressures whilst maintaining progress in reducing waiting lists. This involves amongst other measures, extension of the influenza immunisation policy to include health and social service staff. Additionally, the Department of Health will reconstitute its Millennium Executive Team as a Winter and Emergency Services capacity planning Team (WEST) and will work closely with the National Patients' Access Team (NPAT). NHS Direct, which will become a national service in October, is expected to play a greater part in promoting appropriate use of services.
