AnnotationThe purpose of this Bill is to establish a National Care Standards Commission; and to make provision for the registration and regulation of children's homes, independent hospitals, independent clinics, care homes, residential family centres, independent medical agencies, domiciliary care agencies, fostering agencies and voluntary adoption agencies. It also establishes a General Social Care Council and a Care Council for Wales, and makes provision for the registration, regulation and training of social care workers. The Bill makes provision for the protection of vulnerable adults (POVA). In addition, statements of national minimum standards may be prepared and published by the Minister. Once enacted, the Nurses Agencies Act 1957 and the Registered Homes Act 1984 are repealed. The Central Council for Education and Training of Social Workers (CCETSW) will also be abolished. This version of the Bill reflects changes made following its Third Reading in the House of Lords on 4th April 2000, as presented at its First Reading in the House of Commons on 5th April 2000. Explanatory Notes to the Bill, prepared by the Department of Health, are published separately as Bill 105-EN. (RH).
